Northern Ireland’s regional shared ownership provider, Co-Ownership, has announced a new Property Value Limit of £230,000 for eligible customers purchasing a new-build home. Approved by the Department for Communities, the new limit will take effect from 15 September 2026.
The £230,000 limit will apply specifically to new-build properties. The current £215,000 Property Value Limit will remain in place for existing homes, with applicants’ affordability assessed at application stage.
Co-Ownership has been supporting people into home ownership in Northern Ireland since 1978. Its shared ownership model allows eligible buyers to purchase a share of a home with a mortgage, while Co-Ownership retains the remaining share and the customer pays rent on that portion.
Mark Graham, Chief Executive of Co-Ownership, said the change will widen the choice of homes available to customers:
“We welcome the decision by the Department to establish this new Property Value Limit of £230,000 for new build homes. As property prices continue to rise, this will give our customers access to more homes across Northern Ireland, helping them to achieve home ownership.”

By extending the value of new-build properties eligible through Co-Ownership, it will help more buyers access homes up to the £230,000 limit, subject to their individual affordability assessment. This gives purchasers greater choice and can make a new home achievable for people who may otherwise have found it beyond their budget.”
The new limit is expected to support Co-Ownership’s contribution to affordable housing delivery across Northern Ireland, including through new residential developments where affordable housing forms part of Local Development Plans.
